Eighteen statewide ballot measures were on the May 23, 1978 and November 7, 1978 ballots in Oregon.
- Seven of the measures were legislatively referred constitutional amendments.
- Two of the measures were legislatively referred state statutes.
- One of the measures was a veto referendum.
- Four of the measures were initiated state statutes.
- Three of the measures were initiated constitutional amendments.
- One of the measures was an advisory question.
- Ten of the measures were approved and eight were defeated.
