Technology and streamlining processes - many of the issues with the department are because of processes that aren't streamlined. Getting rid of unnecessary steps and red tape will help tremendously in freeing up personnel, and smoothing out already known hiccups. This in turn will free up money in the budget to hire new and retain current personnel, along with making sure the technology used in the department stays up to date - including the website.
