Insufficient or unequal resources devoted to election administration can lead (accidentally or not) to a situation where voters in some precincts do not have the same ease of voting, voting hours, and general voting convenience as those in other precincts.
Taken to an extreme, and done deliberately, this can amount to a form of voter suppression, because there is likely to be a lower voter turn-out in precincts where it is more difficult and burdensome to vote, than in precincts where it is easy, comfortable and convenient to vote.
As a made-up example, if a county election official had the authority to decree, and did decree, that voting stations in precincts where a majority of the voters voted for the Green Party would only be open from noon-2:00 p.m., whereas voting stations in the precincts where a majority of voters belonged to the Libertarian Party would be open from 6:00 a.m.-midnight on election day, this would be an instance of voter suppression via unequal voting accomodations.
