Wyoming Term Limits Initiative (1996)

The Wyoming Term Limits Initiative appeared on the November 1996 ballot in Wyoming.
The objective of the measure was to require that candidates for political office disclose their position on congressional term limits in a line appearing on the ballot.
30,604 valid signatures were required to put the referendum on the ballot, and that effort was successful.
At the ballot box, 105,093 votes were cast in favor of the measure, while 89,018 votes were cast against it, or 54.1% in favor.
However, in order to pass a constitutional amendment, an absolute majority of the total votes cast in the election must be obtained. The total votes cast were 215,844, meaning that in order to pass, the measure would have needed 107,923 affirmative votes.
Therefore, it failed, even though of those voting on the measure itself, it would have passed.
Term limits referendum in 1996
The same year that the Term Limits Initiative was on the ballot, the Wyoming Term Limits Referendum (1996) was also on the ballot. The initiative got 53.7% of the vote at the election, but was judged to have failed for the same reason as the term limits referendum.
