Utah Constitutional Amendment 5, also known as the Expand the Government Property Tax Exemption Act, appeared on the November 2002 statewide ballot in Utah, where it passed, with 66.3% in favor. It was one of seven statewide ballot measure that year in Utah. The measure was referred to the ballot by the Utah State Legislature as a new constitutional amendment.

Constitutional Amendment 5 amends the Utah Constitution in two ways. First, it changes how the Constitution designates cities that may be allowed to incur an additional voter-approved debt for water, artificial lights, or sewers owned and controlled by the city. Second, the amendment clarifies that the measurement of a county's debt limit is based on the value of taxable property in the county.
