Texas Proposition 2 was on the November 5, 1991 statewide ballot in Texas as a legislatively-referred constitutional amendment, where it was approved.
Proposition 2 was described on the ballot as, "The constitutional amendment mandating the repayment to the Department of Transportation of monies expended to assist the Texas Turnpike Authority in the construction, maintenance, and operation of turnpikes, toll roads and toll bridges."
It amended §52b of Article 3 of the Texas Constitution.
