- Naming the article

- The document at http://www.aaronline.com/documents/trans_tax.pdf estimates $170 million per year if Arizona implemented a real estate transfer tax. - Confused by local Tucson proposal
- I do not 100% understand why this Tucson City Council proposal [1] would not be blocked by this proposal. Because it's part of the deed restriction? That does not make logical sense to me.
- And the follow-up question: if the Tucson City Council has already found a "loophole" then what does this amendment really block?
I'd like to understand more before posting on the main page, though the clock is ticking.
