A statute is a formal, written law. Typically, statutes command, prohibit, or declare policy. Statutes are sometimes referred to as "legislation".

Some I&R states allow for citizens to amend their state constitution through the initiative process; others only allow citizens to initiate new state statutes.

Ballot measure proponents typically prefer to have the right to amend their state constitution because of the concern that if they go to all the trouble of collecting signatures and conducting an election campaign in favor of their measure--and it passes--the state legislature might just turn around and gut the measure through the process known as legislative tampering.
