A Santa Barbara Board of Harbor Commissioners, Measure D ballot proposition was on the November 3, 2009 ballot in Santa Barbara County for voters in the City of Santa Barbara, where it was approved.[1]

Measure D increases the number of the city's Harbor Commissioners from five to seven. It allows, but does not require, one of those members to be from Santa Barbara County and not just from within the City of Santa Barbara.
Measure D was first proposed in 1999.[2]
Supporters
The ballot argument in favor of Measure D was signed by Mayor Marty Blum. Blum said:
- Having more members of the Board of Harbor Commissioners will facilitate the work of subcommittees.
- Allow the Board to more effectively handle increased responsibilities at the waterfront
- There'd be two more members for commissioners to consult with.
- "Since the harbor is the only port in the County, it is reasonable to allow individuals from neighboring communities the right to have a voice in its administration."[2]
Opponents
On May 21, the Harbor Commission voted 4-0 "not to approve the Charter Amendment proposal to expand the Board of Harbor Commissioners from five to seven members, but allow for appointment of one member to be a non-city resident."[2]
Ballot question
The official ballot question was, "Shall the City Charter be revised by amending Charter Section 811 to increase the number of Harbor Commissioners from five (5) to seven (7) members and to allow one member of the Commission to be a registered voter within Santa Barbara County and not necessarily just within the City of Santa Barbara as currently required?"
