A Santa Barbara Architectural Board of Review, Measure E ballot proposition was on the November 3, 2009 ballot in Santa Barbara County for voters in the City of Santa Barbara, where it was approved.[1]

Measure E reduces the number of members on the city's Architectural Board of Review (ABR) from nine to seven. Additionally, the Santa Barbara City Council, which appoints members to the board, will be allowed to appoint three members to the board who live in the county but not necessarily the city. Before Measure E passed, all members of the board had to live in the city.
Supporters
The official ballot argument in favor of Measure E was signed by Mayor Marty Blum, William Mahan and Bruce Bartlett. Mahan and Bartlett are former ABR chairs. They said:
- "These sensible and prudent changes to the membership requirements of one of our most important volunteer review boards are long overdue."
- "These changes will improve the efficiency and cohesiveness of the ABR, and make it easier to recruit talented contributors to one of the city’s most important volunteer boards."[2]
Ballot question
The official ballot question was, "Shall the City Charter be revised by amending Charter Section 814 to reduce the number of Members on the Architectural Board of Review (the “ABR”) from nine (9) to seven (7) members and to allow the City Council to appoint up to three (3) ABR members from persons registered to vote within Santa Barbara County and not necessarily just within the City of Santa Barbara as currently required?"
