A San Gabriel Low Enforcement Priority for Marijuana ballot measure, or Measure Y, was on the November 7, 2006 ballot in Los Angeles County for voters in the City of San Gabriel, where it was approved.

Yes: 18,045 (65.28%)
No: 9,596 (34.72%)

Measure Y was an initiated city ordinance. The question asked on the ballot was "Shall the Municipal Code be amended to: state that City police shall make law enforcement related to adult, personal use of marijuana the lowest enforcement priority, unless the use occurs on public property or in conjunction with driving under the influence; require the City Council to effectuate the priority through reporting, grievance and oversight procedures; and require the City Clerk to send annual notice of the priority to federal and state representatives?"

Measure Y was written so as to take effect in July 2007. In July 2009, the Santa Monica Police Department reported that since Measure Y passed, it has not issued any citations for offenses involving the adult, personal use of marijuana inside private residences.^[1]

Other cities that have passed so-called "lowest priority" measures for marijuana enforcement in California include Oakland, West Hollywood, San Francisco, Santa Barbara and Santa Cruz.

Areas outside of California that have passed this type of legislation include Seattle, Washington; Denver, Colorado; Eureka and Fayetteville, Arkansas; Missoula County, Montana and Traverse City, Michigan for medical marijuana only.^[1]
