Paul Horcher was recalled from the California State Assembly in 1995.[1]

Horcher and Doris Allen were elected on the Republican ticket in November 1994. He switched his party affiliation to independent after the election. In that 1994 election, the Republican Party won a one-vote majority in the California State Assembly for the first time in 25 years. However, once elected, Horcher and Allen voted against the person that the majority of the members of the Republican caucus wanted for Speaker of the House. This vote led to their ouster by angry Republicans.[2]
