Oregon Ballot Measure 1 (May) was on the statewide May 16, 1989 ballot in Oregon as a legislatively-referred constitutional amendment. It was defeated, with 41.1% voting in favor.

Measure 1 was an attempt to establish new tax base limits for public school districts in the state.

It was referred to the ballot by the state legislature as a proposed amendment to the Oregon Constitution.
