Oregon Ballot Measure 15 (2002) or Senate Joint Resolution (SJR) 21 is a legislatively-referred constitutional amendment that allows the state to issue general obligation bonds to assess need for seismic rehabilitation and to conduct seismic rehabilitation of public education buildings. The measure limits the amount of indebtness to 1/5 of 1% of the real market value of all property in the state. [1]
