Role in the initiative process

The secretary of state is the office where proponents of statewide initiative and referendum measures file the wording of proposed initiatives.

After circulation of the petition, the signatures are turned into the secretary of state, where they are counted and bound into signature pamphlets.

The secretary of state's office, through the counting process, determines if the number of signatures is sufficient. If it so determines, the question is placed on the ballot for a vote of the people.

The secretary of state's office also provides a checklist of items, or a brief, about the state's initiative process.

Challenges to signature counts

Proponents of Oklahoma ballot measures have legally challenged the secretary of state's count. In 1972, in , the Oklahoma Supreme Court determined that the secretary of state had erroneously disqualified a measure from the ballot by ruling as invalid signatures that should have been counted as valid signatures.
