The Ohio Initiatives Deadline Act appeared on the November 4, 2008 ballot in Ohio, where it was approved. It is a legislatively-referred constitutional amendment authorized by House Joint Resolution 3 as a proposed amendment to the Ohio Constitution.

The measure changed the deadline for submitting initiative petitions in the state, moving the deadline backward from its previous 90 days before the election to 125 days before the election.[1]

Supporters

Arguments in favor

Notable arguments that have been made in favor of passing Ohio Issue 1 include:

  • The Ohio ballot is too frequently disturbed by issues appearing on it that have been withdrawn or did not actually make the ballot; an example of this is Ohio Issue 4 which will appear on the ballot but has been withdrawn by supporters. Another example is Ohio Ballot Issue 1 (2007).[3]
  • The earlier deadlines that would be created by Issue 1 would reduce the pressure on county election board officials who typically are busy managing other tasks before Election Day.[4]
  • In an editorial in the Canton Repository, the editors write, "The current deadlines can leave voters frustrated and confused if their votes end up not being counted. The secretary of state's office faces enough pre-election challenges without having to check signatures down to the wire...The last-minute scramble that exists now serves no one well."[5]

Opposition

Citizens in Charge Foundation, a national organization that advocates in favor of initiatives, is opposed to Ohio Issue 1, saying that it is already too difficult to qualify measures in the state.[6]
