Revises limitations upon state indebtedness (Adopt Sec. 1 of Art. VIII; repeal Secs. 1, 2, 2b, 2c, 2d, 2e, 2f, 2g, 2h, 3, 7, 9 and 10 of Art. VIII and Sec. 6 of Art. VII)
