Nebraska Measure 409 (1996)

Nebraska Measure 409 was the third initiative in Nebraska to try to impose term limits on politicians. It was on the November 7, 1996 election ballot in Nebraska where it passed, with 58.3% of voters in favor. It was a variety of "scarlet letter" law.

Text of the proposal

The language that appeared on the ballot:

Shall the Nebraska Constitution be amended to: instruct Nebraska's members of Congress and state legislators to support passage and ratification of an amendment to the U.S. Constitution limiting U.S. Representatives to three terms and Senators to two terms; inform voters of the position of candidates for Congress and legislature on the specified congressional term limits by placing language on election ballots; and instruct state legislators to apply to Congress to convene an Article V Convention for the purpose of proposing an amendment to the U.S. Constitution to limit congressional terms?
