Eight measure appeared on Missouri's ballot in 2002. Two legislative referrals were voted on at the primary election and failed. Half the measures at the general election passed. The measures there included legislative referrals, citizen initiatives, as well as one automatic referral, which is a proposal that appears on a ballot periodically. In this case, the question is put to voters every 20 years.
