Mark Wyland
Mark Wyland District 5 representative on the San Diego County Office of Education in California. Wyland was defeated in the general election on November 8, 2016.
Mark Wyland is a former Republican member of the California State Senate, representing District 38 from 2006 to 2014. Wyland did not seek re-election in 2014.
Prior to his election to the state senate, Wyland was a member of the California State Assembly from 2000-2006 and served on the Board of Education of the Escondido Union School Board.
Biography
Wyland (b. October 27, 1946) has a B.A. in international relations from Pomona College and an M.A. in political science from Columbia University. He is a co-owner of the Pine Tree Lumber Company.

Redistricting
In August 2011, the California Citizens Redistricting Commission completed the new Congressional and state legislative maps for the 2012-2020 elections. A referendum began in August 2011 to repeal the Senate map. Supporters have until November 13, 2011 to collect the 504,760 signatures that are required to qualify the measure for the ballot. Among the drive supporters are former Governor Pete Wilson and State Senate Minority Leader Bob Dutton.[1] Five other GOP senators immediately contributed more than $5,000 to the referendum group FAIR:[2]

Split legislative sessions
Wyland was the sponsor of SCA 2, a proposal to split the legislative sessions of the California State Legislature so that one year of the two-year legislative session is devoted to the state's budget and the other year is devoted to considering new legislation. In support of it, he said, "The dirty little secret is we can't really examine the legislation we get."[4]

Capitol Weekly, California's major weekly periodical covering the state legislature, publishes an annual legislative scorecard to pin down the political or ideological leanings of every member of the legislature based on how they voted on an assortment of bills in the most recent legislative session. The 2009 scores were based on votes on 19 bills, but did not include how legislators voted on the Proposition 1A (2009). On the scorecard, "100" is a perfect liberal score and "0" is a perfect conservative score.[5][6]
On the 2009 Capitol Weekly legislative scorecard, Wyland ranked as a 17.[7]

2016
San Diego County held elections for the county board of supervisors, the San Diego County Office of Education, San Diego Community College District, South Bay Irrigation District, and Southwestern Community College District in 2016. The general election was held on November 8, 2016. A primary election was held on July 7, 2016. The candidate filing deadline for this election was on March 11, 2016.[8] Incumbent Rick Shea defeated Mark Wyland in the San Diego County Office of Education District 5 general election.[9]

Wyland won re-election to the 38th District seat in 2010. He had no primary opposition. He defeated Democrat Gila Jones and Libertarian Kristi Stone in the November 2 general election.[11]

In 2006 Wyland was elected to the California State Senate, District 38. He finished with 162,046 votes while his opponent Brian Klea finished with 55,964 votes.[12] Wyland raised $618,932 for his campaign fund.
