Maine Question 9 was on the November 5, 1991 ballot in Maine as a legislatively-referred bond measure, where it was approved.

Voters were asked whether they favored a $29.7 million bond issue "for improvements to highways, state and local bridges, airports, state ferry vessels and harbors, which makes the State eligible for up to $103,000,000 in matching federal funds."
