Maine Question 7 was on the November 5, 1991 ballot in Maine as a legislatively-referred bond measure, where it was defeated.
Voters were asked whether they favored a $10 million bond issue "to fund grants and loans to municipalities and regional associations for purchasing recycling equipment and facilites and for cleaning up and closing solid waste landfills that pose a hazard to public health and to ground water quality."
