Maine Question 4 was on the November 5, 1991 ballot in Maine as a legislatively-referred bond measure, where it was defeated.

Voters were asked whether they favored a $16.5 million bond issue to "help municipalities and water districts with the costs of capital construction to protect public water supply and to provide funds for the constructions of water pollution control facilities".
