Louisiana Amendment 2 changes the way members are appointed by the Governor to the Board of Regents. It was on the November 7, 1998 election ballot in Louisiana where it passed, with 60% of voters in favor.

The state constitution now calls for a 15-member Board of Regents, with at least one and no more than two members appointed from each congressional district. The members are appointed by the Governor and confirmed by the Senate. The proposed amendment calls for two members from each congressional district and one from the state at large, appointed by the governor and confirmed by the Senate. The number of members of the board is not specified. The membership, however, must be representative of the state's population by race and gender.
