Sen. Vratil sponsored a bill raising retirement pensions for school employees[1]. Many of Sen. Vratil's legislative efforts are educationally-focused.

Proposed constitutional amendment

Proposed a constitutional amendment that would require lawmakers to put money equal to 1 percent of the state's general fund revenues in a rainy day fund whenever those tax revenues are 3 percent larger than the previous year. Those contributions then would continue until the fund equaled 7.5 percent of the state's general fund budget. [1]

Vratil is one of eight Republican incumbents that the Kansas Chamber of Commerce Political Action Committee has targeted for defeat in 2012. It sees the eight incumbents as being impediments to private sector job creation and has made $1,000 donations and in-kind contributions to the Republican challengers.[2]
