The Idaho Nuclear Power Regulation Initiative is proposed as an initiative for the November 2008 ballot in Idaho. The measure, if passed, would prohibit the building of nuclear power plants in Idaho until voted on and approved at a statewide election and attainment of a state permit.
Proponents
Dr. Peter Rickards is the official proponent of the measure.
Status
This initiative failed to submit enough signatures to qualify for the ballot.
Supporters of the initiative
A number of Idaho newspapers and local bloggers concerned about public safety, have published articles in favor of the initiative, including the Mountain Express and the Times News.[1],[2]
The Snake River Alliance supports the initiative and has criticized the tactics of Alternate Energy Holdings, an opponent of the initiative.[3]
Opposition
The primary opponent of the measure is Alternate Energy Holdings, an organization which wants to build a nuclear reactor in Owyhee County.[4]
Initiative found unconstitutional?
Idaho Attorney General Lawrence Wasden said in late February 2008 that the initiative may be found unconstitutional because it falls "outside the scope of actions allowable by initiative or referendum".[5]
Proponents intend to continue circulating petitions until a final decision is made.
