A City of Tulare Utility Users Tax, Measure N ballot proposition was on the November 3, 2009 ballot in Tulare County for voters in the City of Tulare, where it was approved.

• Yes: 2,326 (83.34%)
• No: 465 (16.66%)

The question on the ballot was, "Shall Ordinance 09-04 be adopted amending sections of the Utility Users Tax Ordinance to reduce the maximum tax rate from 7% to 6%, and remove the maximum tax cap and provide authority for an annual review by the City Council?"
