Moss received her Educational Administration Certification from the University of Utah. She also received her BA and MA in English from the University of Utah.

Moss is a retired High School Teacher.

Moss joined the Utah State House of Representatives in 2001. She has served in that position since, representing the 37th District. She currently serves as Assistant Minority Whip.
