California Proposition 13 (1914)

Proposition 13 appeared on the ballot in California in 1914 as an initiated constitutional amendment. Its goal was to establish that an elector would not be allowed to vote on a bond issue of any California political subdivision unless he owned property that would be taxed to repay the particular bond issue on which he was voting.

It was defeated at the polls.
