Legislative authority is vested in a seven member City Council consisting of a Mayor and six Council members elected at-large for a term of four years. The City Manager is appointed by the Mayor and City Council.

    • Article X-Initiative, Referendum and Recall
    • There are hereby reserved to the electors of the city the powers of initiative and referendum and of the recall of elective officers. The provisions of the constitution and general laws of this state, as the same now exist or hereafter may be amended, governing the initiative and referendum and the recall of elective officers, shall apply to the use thereof in the city so far as such provisions are not in conflict with the provisions of this charter.
