The Two Witnesses statutory initiative would establish a practice that without clear and convincing evidence that a crime has occurred, and the accused is the perpetrator of that crime, no prosecution shall be commenced on the testimony of less than 2 witnesses of that crime.

Support

The petition was filed by Joel K. Barr, inmate 180015

Supportors for two witness requirement frequently cite the Bible, specifically Deuteronomy, 19:15:

15 You cannot convict anyone of a crime or sin on the word of one witness. You need two or three witnesses to make a case. (The Message)
