The Higher Education Initiative was an initiated state statute on the November 1988 general election ballot in Alaska the purpose of which was to establish a state community college system separate from the University of Alaska.

It failed, with 44.4% voting in favor.

The ballot summary said:

"This measure would form a state community college system, separate from the University of Alaska. The University would transfer to the college system all property needed to operate and maintain it independently. Facilities meant to be used by both the college and the University would still be shared."
