Proposing an amendment to the Constitution of Alabama, authorizing the issuance, sale, and refunding of general obligation bonds of the State of Alabama of up to $17,500,000 for the purposes of providing, equipping, and improving facilities in the State for use as educational, research and promotional facilities in the field of forensic sciences.
