Proposing an amendment to the Constitution of Alabama, authorizing the issuance, sale, and refunding of general obligation bonds of the State of Alabama of up to $52,000,000 for the purposes of providing, equipping, and improving facilities relating to animal and livestock diagnostic services and for use as educational, research and promotional facilities in the fields of agriculture, forestry, and veterinary medicine.
