North Dakota

North Dakota voters in 2002 removed the requirement that a candidate for county office, other than sheriff, be a county resident; eliminated the property tax exemption for land set aside for conservation or wildlife purposes unless otherwise provided by the legislative assembly; and authorized the state to join a multi-state lottery. They declined to create a Bank of North Dakota program to partially reimburse student loan payments of North Dakota residents.

Wyoming

Wyoming voters approved measures to allow the Wyoming State Legislature to call special sessions without gubernatorial approval, and also approved the legislature's ability to convene a special session to resolve disputes about the state's presidential electors. However, they rejected a measure that would have limited the governor's partial veto powers, and a measure that would have allowed the legislature to refer a ballot measure to the ballot without requiring gubernatorial approval.
