36 statewide ballot measures were on statewide ballots in 1989 in eight states. Of the 36 measures:
- Four were citizen-initiated.
- Three of these were initiated state statutes. One was approved and two were defeated.
- One initiated constitutional amendment (in Oklahoma) was approved.
